There is no single application that authorises a tattoo studio everywhere in the UK. Start with the nation and the council for the actual working address. The word “licence” is often used loosely; the official document may instead be a registration certificate or premises approval.

Choose the correct starting point
| Location | Starting point |
|---|---|
| England | Local council practitioner and premises registration; ask about the London special-treatments route where applicable |
| Wales | Special procedure licence for practitioners and approval for premises or vehicles |
| Scotland | Council skin piercing and tattooing licensing |
| Northern Ireland | District council registration process |
England and London
GOV.UK describes registration of the artist and premises, local hygiene byelaws and inspection. It identifies a special-treatments licence for Greater London except the City of London. Ask the relevant borough about the exact application and renewal requirements.
Wales: apply for the practitioner licence and premises approval
Wales has a special-procedure licensing scheme. Practitioners need a licence, and the person responsible for a premises or vehicle used for tattooing needs an approval certificate. If you have not previously been registered, do not start tattooing or use the premises for procedures until the local authority has processed the applications. Check the Welsh Government's current scheme guidance and your council's instructions, including which person must apply for premises approval.
Changes after opening
A move, a new artist, additional treatments or a change in business arrangements can raise new application questions. Put a council check into your change-of-premises and onboarding routines rather than assuming the existing certificate covers everything.
Keep evidence, not assumptions
Save the council's written reply about your proposed arrangement. Use the checklist tool to organise questions; it cannot issue a licence or determine that you comply. Check with your council before tattooing.
